Custom Item List Not Working as Expected

I am trying to create a Condition Custom List Item. The rule is “If any Extension matches” Custom List Item, where the Custom List Item choice is selected, named, and left as embedded. Then several file extensions are entered, each as a new numbered item. I the select Done >Done, complete the move to directory and save the rule. Later, I decided to add to the list. I select the previously created Custom List, click on the down caret, select Edit Attribute and see Item 1, Item 2, Item 3, etc., when I expect to see my previously entered list of file extensions. I have tried this several times, even with a different number of items and get the same result. Is this working correctly as designed and my expectation erroneous? How can I know that the rule will work as expected if I cannot review the list of entered items? How can I edit the list of items if I cannot see them?
