'Permission denied' running rules in Library

I'm trying to use Hazel 5 to organise my audio plugins folders by developer inside Macintosh HD/Library/(...). I've given full disk access to Hazel as well as the contents of the MacOS folder inside the .app package, but I still get the Permission Denied error. I cannot find a HazelHelper file within the package to give Full Disk Access to.

Is there something else I should be doing to resolve this? I couldn't find a solution on this forum.

If this is the top-level Library folder, note that most of the folders there have permissions set to require admin access. Select the folder and do "Get Info". At the bottom is where you can set conventional permissions on it.
