I've had a rule in place for a couple of years to move any photo from my Dropbox Camera Uploads to my external Samsung T5 drive. It has always worked like a charm and I've never had to edit it. For some reason, it no longer works right.
I'll get a message that says the file can't be moved, and sure enough it doesn't move. But here's where it gets interesting.
If I then manually drag the file from that Camera Uploads folder to the destination, THEN the rule suddenly activates and it works. Any thoughts on what might be causing the issue, and why it would just now start happening?

Can you check the logs and post the full error you see there?

That's a new one for me. I'm wondering if it has to do with Dropbox. Do you have the files stored locally or are they in the cloud?

They're stored locally in Dropbox, then I try to use Hazel to move them to my external drive. It's been working for so long. Frustrating that it suddenly doesn't.

A quick search on that error seems to indicate the file isn't local. It might be worth double-checking that. Otherwise, it might be a Dropbox issue.
A test you can try is to use the same rules on a non-Dropbox folder and see if you get similar errors.

SOLVED!!
I realized that when my photos were syncing to my computer they were pushing the photos only to Dropbox in the cloud, not my local Mac. Understandably, Hazel couldn't move what it couldn't see. This all started when I switched from a paid Dropbox account to a downgraded free account. The syncing wasn't automatically happening. All good now.

Just for info,
I just had the same issue as @brandonhull, but with mine the files were in the local dropbox folder but they were still not moving. I was also moving my dropbox camera uploads to a folder on an external Samsung T5 SSD. This had been working fine for years but then today I noticed the incoming folder on the SSD was empty and the last few weeks photos were all still stuck in dropbox. Hazel was showing the error message "The operation couldn’t be completed. resource deadlock avoided"
After a while messing around testing rules, to and from different folders I could see the issue was definitely only with the dropbox location. I then realised the cause.
Dropbox on the mac now stores it files in ~/Library/CloudStorage/Dropbox
My rules were previously setup with dropbox in its old location which I had in ~/Cloud Services/Dropbox/ on an older MacMini
I had recently upgraded my old mini to a new M2Pro Mini, and moved all my old rules over.
As I didn't want Dropbox hidden in the Library I had created an alias of ~/Library/CloudStorage/Dropbox which I had placed in ~/Cloud Services so everything looked the same as my old mini. I could see the files in dropbox okay and it looked like Hazel could as well, but Hazel just failed to moved them.
Using the "Check Status of the current rules" in Hazel correctly showed a list of my photos but all the files were showing the deadlock error. Similarly the Hazel log files were also showing the files with the correct path listed but again with the error.
Example Log entry
I quickly realised that when I installed Dropbox on the new Mac Mini, Dropbox for Mac had forced the change in storage location and I had just created an alias and placed it in my usual location so dropbox would still appear where I wanted it to.
Assuming this was the issue, I deleted folder in Hazel and recreated it, this time pointing the folder at the new dropbox location in ~/Library/CloudStorage/Dropbox, previously I think I had set it up before the new Dropbox for Mac moved the location and I created the alias link. Hazel must have seen the alias and appeared to be happy, but it wasn't really.
Once the new folder and rule was setup all the files moved over to the SSD okay.
I'm just posting this here incase anyone else ends up with the same issue.
