This might be very simple, but I will ask anyway

How do you set up something like this:

If external drive A is connected .... Copy files in specific folder on internal drive to specific folder on external drive A

You can set up a rule as if the drive is always connected. It should trigger properly when it's connected.

So I cannot make this happen is the drive is not always connected, as most portable drives are ...?

Just set up the rule as normal. It should work. If not, then please report that along with logs.
