Check Folder Files with List and add txt for missing.

I have files that have a same starting code for each week. I'd like Hazel to check the table or list with codes and see if the files resides in the folder, if they aren't in i'd like to add a txt file with specific text of a column and code which is missing.
Same once the file gets in, remove the txt file and replace it with actual file.
Let me explain with examples:
Normal map with all files
E2100.mp3
E2130.mp3
E2200.mp3
...
If the file E2130 in the folder would not be available (checked with table or list function) it would look in the folder like:
E2100.mp3
E2130 MISSING.txt (this would need to be created)
E2200.mp3
...
If the files E2130 comes in a later stage into the folder:
E2100.mp3
E2130 MISSING.txt is replaced and removed and E2130.mp3 gets its place
E2200.mp3
...
This would be useful for us to get hold in a glimpse of all missing files in a map (or maps)
