I want to be able to search PDFs for certain words. Please tell me how I can do this

Try using "Contents contain" or "Contents contain match". If using the latter, read up on match patterns in the help for more guidance.

I tried that, I found that it only applies one rule but most of the time when will be more than one rule that will apply.

By default, only one rule can match a file. If you want multiple rules to be able to match, you need to use the Continue action on rules to allow evaluation to keep going after a match.
