I have a rule to import JPGs created by Lightroom into Photos but quite often Photos show an import error or importing incomplet files... when I do import those files after few seconds later to Photos those are imported w/o any issues.

Looks like it takes some time for Lightroom to write the JPGs but meantime those are already started processed by Hazel.

Adding configurable delay before performing real actions might fix this issue. Or any other advice?

I'm using latest version of Hazel, Lightroom, Photos (but the issue exists before as well.

Try adding a condition like "Date last modified is not in the last X minutes" to delay matching.
