How can I make Hazel not delete a file with a tag such "Do Not Delete"?

I want to be able to make certain files undeletable no matter what folder they are in. Is there another way other than tags?

I am new to Hazel so thanks for the help.

Deletable by Hazel? In that case, it's up to how you set up your rules? Deletable by anything? You can try locking the file in Finder.
