Move JPG files into parent folder

I'm running Hazel 5.0.5 and having trouble moving some JPG files in a subfolder that is 3 deep labeled Converted.
This is how the filing structure looks. There are a lot of folders this way.
Downloads/13705 to 25000 Bitmaps/13705/Converted/12001.jpg
This is what I have so far, but it keeps moving the Converted folder into the parent folder. I want to move the JPG's out of the Converted folder and into the parent folder which is 13705 in the example above.

If All of the following conditions are met
Name is Converted
If All of the following conditions are met for all of its subfiles and subfolders
Extension is jpg
Do the following
Move to enclosing folder

Another rule

If all the following conditions are met
Kind is folder
Run rules on folder contents

I was able to figure this out by going a different direction. This is what worked.

If All of the following conditions are met
Subfolder Depth is 3
Extension is jpg

Do the following
Move to enclosing folder
