I just upgraded to v5.0.2 on a MacBook Pro running macOS v10.15.7.

I find I cannot reorder rule actions. I am able to select and drag an action, but cannot drop it to a different location.

The Hazel User Guide states the following:

To edit an existing rule, do either of the following:


• Double-click the rule in the “Rules” list.
  
  
• Select the rule in the “Rules” list and click the Edit button.

Neither of the above two instructions work...I don't see an Edit button.

Those instructions pertain to rules, not the actions within them. Also, keep in mind the help pages on the site have not been updated to Hazel 5. Please use the PDF file or the in-app manual.

That's the issue I'm experiencing. Reordering of actions by drag and drop is not working for me.

Wow, ok, looks like I can replicate that here. Working on a fix.
