Multiple subfolders

I've read and re-read the docs and still don't see how to do this (could be old age setting in), so asking for help.

I have a master folder. Call it Master.
Inside I have multiple subfolders. They are named after vendors.
Also in the Master folder are pdf files from the vendors. They reside in the Master folder until they are paid off and tagged with "All Set".
I would like Hazel to go thru the Master folder and every time it finds a pdf tagged All Set, it would move it into its proper folder.
So for example, say I have a bill named "CMP Nov 2020.pdf" and it is tagged All Set. My rule for that one is: Name contains CMP and Tag contains All Set, so move it into the folder named CMP.

This isn't working for me. Any suggestions greatly appreciated.
