I exported and backed up all my rules before deleting and recreating my Catalina SSD volumes, then performing a clean install of Big Sur. On downloading the Hazel install file and running it I installed the application by clicking the install icon in the dialog. I didn't let Hazel create the default rules, so I ended up as expected with a Hazel window devoid of folders and rules. I attempted to import rules, and things went south from there. The Hazel window didn't display the rules, yet I could see the folders if I selected the preview window. I uninstalled and reinstalled. No luck. Eventually ended up with a gray Hazel window with no folder or rules columns and no rules. The options to create folders or import rules were gone. With nothing to lose, I went to preferences and tried different layouts to see if I could get some sort of ui in the bare gray Hazel window. In doing so, I checked the trash checkbox in preferences. As a result, I was prompted to give full disk access to Hazel. This fixed my problems. I went back and created my folders and imported my rules. A quick test shows the rules are working as expected now.

I thought I'd share in case it helps anyone else.

The standard Mac Downloads folder at "/Users/xxxx/Downloads" and an Inbox at "/Users/xxxx/Documents/Files-Inbox" where I drop documents when I'm ready for Hazel to file them.

Same here, clean install of Big Sur. Downloaded Hazel saw it was a new version. OK lets try it, did the install and there was no prompt to grant full disk access. I assumed my problems were due to unfamiliarity with the new version. After wasting some time I saw this post, granted full disk access and I'm in business.

There should have been a prompt to ask for access to Downloads and Documents specifically (not full disk access outright). If that didn't show up, then I think there may be a problem in the OS (it's responsible for bringing that up when the folder is accessed by a new program).

I thought that I saw that prompt when originally installed on Catalina. I definitely didn't get a prompt when installing on Big Sur, but Hazel is the only program so far that didn't show me an access prompt. I have Karabiner Elements and Keyboard Maestro installed for example. If it's helpful I can try installing Hazel on my 2017 MBP. It had a clean Big Sur install as above first, but I didn't install Hazel on it yet.

Can you tell me what security and privacy settings Hazel needs by default? I am using clean sweep and delete trash preferences so it would be helpful to know what those options add.

Full disk access if you want to use trash options. Hazel should bring up a UI for that if you have any of those options enabled.
