Hazel keeps moving deleted folder

Hi,
I have one folder that has been deleted (by Hazel, intentionally) and subsequently the trash has been emptied, but Hazel keeps moving the same folder to the trash. It seems like Hazel is creating the folder to move it. I'm not sure how to make it stop.

What program is download these files you are moving to the trash? My guess is that they are taking a while, and are also not providing the proper indicators to Hazel that they are in the midst of being downloaded. This would cause Hazel to move the file mid-download and the program to re-create the file when it goes missing.
