Send new file as attachment (to recipient in attachment)

I feel like this should be possible, but it's beyond me!
I'd like to monitor a folder for new PDF files, and when one with the right file name arrives, for a new email to be sent with the file as an attachment, and for the recipient to be extracted from the contents of the PDF.
I feel like I can nail the extraction of the recipient from the PDF alright, but have no idea (even after reading examples) how to automate creating an email and adding the attachment.
Is this possible in Hazel>
