error during rule evaluation

Scenario:
Running Mojave 10.14.6, Hazel 4.4.4. Hazelhelper enabled in security control panel for full disk access.
* rules that rename files based on existing filenames seem to work fine.
* the problem appears to be rules that require an import of text
* I've run hazel with these rules for years with incremental changes over time without much problem until yesterday -- can't figure anything that I changed that corresponded with onset.
* rule preview indicates "could not import text" message for parts of any rule I've evaluated that requires this.
* logfile for this kind of rule generates a message similar to the following:

I've tried a couple of things to resolve, without success:
1. Reset the permissions for my home folder per the following: https://support.apple.com/en-us/HT203538
2. Ran a repair on the disk: https://support.apple.com/guide/disk-ut ... tl1040/mac
These steps made no difference.
