Hazel changes date modified on random files

I've searched the forums but did not find a solution for this question, so here goes:

I use a Hazel rule to remove folders generated when I export a word processor file to HTML. The rule only applies to folders with "- html" in the name, older than 3 days (see rule below):

However, when the rule runs, Hazel seems to touch 20-30 other files in the folder and change their date modified to today. Some examples:
us natural gas prices.xlsx
united states wind installed capacity.xlsx
ontario FIT opeddm.pages

It really messes things up, since I use this folder off the Dock and list files by date modified to see what are the most recent documents I've been working on.

Anyone know why Hazel would change the date modified of files that do not match the rule?

Do you have any other rules? I don't see how that would be possible with what you posted. If it ends up moving the file, it would affect the date modified on the folder containing those folders but not on their contents.
