What does "will try again later" mean exactly? Since the file hast been renamed as part of the rule, it will not match in the future. Does Hazel keep a list of "files still to be moved" until the location gets mounted again? How long does it try? Will it notify the user if that time is up and the file still couldn't be moved?

It gets a notification when the drive is mounted and will then run the rules again. Unfortunately, though, the rename still happened. You should consider renaming after the move.
