Hazel thinks files are folders

I realised today that a bunch of documents hadn't been filed when they should have been (i.e. rules previously worked).
When I dug in I found that Hazel thinks that the documents are folders. They're really PDF files. They have these permissions in Terminal:
Info in the Finder says the same thing.
If I preview my rules with an additional "Kind is Folder" rule, that's the only rule that matches. None of the content rules match, presumably because Hazel thinks they're folders.
The documents all live in Dropbox (and always have).
Any ideas what the problem is?
