Hazel Rules for Incomplete Downloads

Hi everyone, I'm using Hazel to organize PDF invoices in a cloud-synced folder. Sometimes Hazel moves files before syncing finishes, especially when processing batches of around 40 PDFs.

Is there a reliable way to make Hazel wait until each file is fully downloaded before applying rules, without adding a long fixed delay?
