Rules failing except when using Preview

It appears all my rules for my Downloads folder are failing to automatically run. However, if I go into the rule and do a Preview and select the file, the rule kicks off immediately and works fine.

The "457 Plan Statement" rule is the first rule in the list. If I change the first rule in the list, then the log shows that rule instead. So it's always a problem with the first rule in the list (I have 59 rules for this folder).

How is the file appearing in that folder? Is it being moved there from elsewhere or is some program saving it out directly to that folder?

They are always saved directly into the folder on the Mac. However, I do often save from my iPhone directly into that folder as well.

I believe I found the problem though. I just tested with that file again (which was originally saved from the iPhone). I tried saving it from the Mac and the rule moved it just fine. I tried saving it again from the iPhone and on the Mac it had a cloud icon with a down arrow denoting that it wasn't downloaded from iCloud yet. As soon as I right-clicked and downloaded it, the Hazel rule kicked off automatically just fine.

So it appears that sometimes my Mac's iCloud connection is slow at updating and Hazel isn't liking that the full downloaded file isn't there.
