Rule Triggering Non-Stop

Sorry to create a related thread again, but I'm not sure why this rule is triggering non-stop.

date last modified > date last matched and yet it says all rules are matched? I checked each file manually within this directory and none of them have been modified. There are like 20 files.

Your nested condition is checking the dates of the enclosing folder, not the file itself. That folder is probably being modified constantly.
