Copy & Move File doesn't work

I have a rule that works for moving a file out of my downloads directory.

I added a rule "Copy File" to folder before the move file rule.

It executes the copy, but not the move. The file doesn't show up in the moved-to directory and does not get taken out of the download folder.

Any ideas?

Also I don't know how to upload a screenshot to the message.
