Hello,
I have a rule that has to run 24 hours but not between 7:00 and 7:15, not between 9:00 and 9:15 and not between 11:00 and 11:15. Can this be done with nested conditions ?

Yes, you can use the Current time attribute and set up time ranges for the rule to match or not match as appropriate.
