Grouping rules

Is there a way to group rules, e.g., all rules affecting credit card statements are clustered apart from all rules affecting bank statements?

There is no way to do that nor are there any planned. The order of the rules affects how they are executed so anything which would affect that would not be a good idea. You can try adding categories to each rules notes and then using search to find those as an alternative.
