can I delay Hazel rule action -none of the date option works

So I have a folder watched. If a tag is added, I want to move the file to another folder. However, I might want to add more than one tag, but Hazel moves the file before I can add another tag.

Is there a way to make Hazel wait before moving the file? Adding a tag does not seem to change the modified date of the file, or the file open date.

How are you entering the tags? Via the "Get Info" window? If so, are you closing the window in between entering tags?
