v4.03 Preference Error Could Not Load Preference Pane

Got an update notification and tried to update to 4.03. It appeared to work but now the preference pane won't load at all. I uninstalled and downloaded the 4.03 dmg and reinstalled. Still not working. Deleted all the preferences and hazel com. files. Reinstalled again. Still get the same error. Console log shows:

Are you running Launchbar by chance? If so, try disabling/quitting it.
