Importing Rules in Hazel 4.0.1 - Not Working

I have a set of rules that I exported from Hazel 3.3.8, and I am unable to import then to Hazel 4.0.1 - I don't thing the version difference is the issue (at least not yet) as the problem I am experiencing is that the "Import Rulse..." option is greyed out, as is everything else int he menu except "Rule Sync Options..." which appears to do absolutely nothing.

How do I get Hazel 4 to a place where I can attempt to import my rules form 3.x?

Is your copy in demo mode by chance? What happens if you drag the rules file into a folder?
