docx files are actually zip files. Hazel tries to avoid unarchiving them if the file is also a regular document file for some program. If you don't have such a program installed (i.e. Word), then Hazel will not know about this categorization. Is Word installed on this system?

I'm guessing Libreoffice doesn't actually claim or define .docx files properly. In this instance, I'd suggest adding a condition to have the rule not match .docx files.
