Absolute path for "sort into subfolders" action

Is it possible to define an absolute path as the base folder for the "sort into subfolders" action?

I.e. I have several folders on different hard disks and and I want to move their content into a unified archive folder with subfolders according to some criteria.

I know I can do it with a 2 step process by first moving the content to the unified archive folder and then run the "sort into subfolders" action on the unified archive folder but a 1 step process would be easier and more flexible.

You have to do it in two steps. It would make the UI a bit more complicated to do it in one as sorting into subfolder already has enough going on.
