Question about "Date added is after date last matched"

Trying to learn a little more about the "Date added is after date last matched" condition.

Is the "Date Last Matched" based on the Folder or each individual files within the folder?

More specifically, if I am adding some files to a monitored folder and the first one completes download and kicks off a rule that takes a while to complete (video conversion), that file will have been 'matched'. Now, before the rule completes converting the first file, the second file completes download to the monitored folder.

So, when the rule on the first file completes, does it see the second file, does it start working on that file because that specific file has not 'matched yet' or does it skip it because the recognition of the first file set the 'date last match' and the second file was already downloaded?

It's on a file-by-file basis so each item in a folder has its own separate date last matched.
