Does anyone know where I would be able to find master libraries of Hazel rules in the .hazelrule file format? I am trying to find out the best way to implement these automated rules. Please let me know!

There is no common library but people do post rules here. If you give more details about what you are trying to do, I can point you to more specific resources.
