How to Create Alias References to Specific Files in Subfolde

My client has asked for this specific configuration on a Snow Leopard Server and I thought that Hazel may be just the tool for this scenario. However, if it is no, I would appreciate references to other tools that may apply better.
In a project folder, my client would like a folder called "Final Documents" to contain aliased references to all files in all subfolders that contain the word "FINAL" in their file name.
I've easily managed to set this up between two folders, but the problem arises when I try to get Hazel to go beyond that top level into subfolders. I'm entirely not sure how to do that.
I put that as concisely as I could, so please ask for clarification as needed.
