I interested in Hazel and would like to find out if it can detect if an application is within a folder. Also can it detect how long it has been since an application has been run. If this can be done please let me know in very simple terms as I am a newbie.

You can filter on "Kind is Application". Usually the "Last Opened" date would work but you may want to check all your apps and do "Get Info" in Finder on them to double-check to see if that date is accurate for you.
