Hazel + Sync: Why Are My Files Being Renamed After Syncing?

I use Hazel with a synced folder, and sometimes files come back with names like Report (1) or Report (2) after syncing.
I’m not sure if Hazel or the sync service is causing it.
Is there a good way to prevent Hazel from creating or processing files with duplicate names?
