If no matches are found within a monitored folder, open a file navigation window for manual filing and generate a rule from manual filing operation.

Additionally, open a 'parsing window' with data from processed and failed to match document where parsed date can be selected and used as a basis for a new rule.

Hazel is specifically designed so that it does not bother you while processing. If you want this behavior, you can add a rule at the end, with an AppleScript to do what you'd like.
