Feature suggestion:
Some downloaded archives uses always the same password.

Hazel doesn't unpack password-protected archives for obvious reasons.
But a password list would do the trick, like in WinRar or other unarchivers.

Could you describe this in more detail? Where does this file exist and what format does it have? Also, any links to other programs which use this file?

For example a password-protected .rar-file in the download folder.

BetterZip 2.0 has also this feature "password manager"

I guess I'll have to look into it more. I'll consider it if it's some standard file format but we'll see.
