Move Folders and the Content

I am trying to find out how to write a rule to Move Folders and the content held in each folder between volumes...
can this be done?

Should be but a lot depends on the specific details. The move action itself operates on folders just as it does files.

does the move command move the folder and its contents or just the contents?

I have a rule to move images on a folder with sub folders, the rule has moved the files in the main folder, however it has not moved any sub folders or files contain in them...
rule is:
Kind is Camera Raw File
move to Folder

Files do not have sub-folders or files. You need to have the rule match a folder instead so that the move action operates on the folder.
