No, still a bug in 13.1. You can try bugging Apple about it to help put some pressure on them.

Is this still a bug in Ventura 13.2? On a new Mac Mini M2 I installed Hazel 5.2 and I'm not sure if Hazel prompted to allow Notifications. I do not see Hazel in Settings > Notifications and no notifications are displayed when rules run. I have all three notification types enabled in Hazel and the rules were exported from my MacBook which shows notifications.

It is still a bug. I suggest contacting Apple to put some pressure on them to fix it.
