It was fixed in a later Catalina released only to be broken again in Ventura. I suggest contacting Apple and reporting the bug to get them to actually fix it.

Current version of Hazel supports 10.13 (HIgh Sierra) and later. The upcoming 5.2 version will require Mojave. Catalina is still support in either case.
