Copy a single file from a folder

I've been struggling to create a rule to do the following, any suggestions would be greatly appreciated:

I keep my client files organized in in the following way:

~/Client files - open/Lastname, Firstname

Within each folder is a text filed named "Lastname contacts"

I want to create a rule that monitors the "Client files - open" subfolders for any text files whose name contains "contacts" and then sync that file to a DropBox folders so that I have all my contact files in one place that I can access on the go.

So far, the best I can do is copy over the entire client subfolder where it finds a text file that matches the rule.

I've read that and remain stumped.

I tried two variations:

Kind is subfolder
Extension is txt

Then sync

and

Kind is subfolder
Name contains contacts

Neither worked

Got it, made it into two rules.
